Countries Open to US and Canadian Citizens

Eager to get out of town? There are now more opportunities to travel internationally than you may realize. The following is a list of international destinations important to the tourism industry now open to US travelers. Canada, being deemed a medium to low risk country, is allowed visitation to more countries than appear in this article. The list is current as of the date of publication, but many nations are updating their requirements on a continual and very fluid basis and travelers and their travel advisors will do well to monitor for any changes up to the point of departure and during the entirety of the trip.

Costa Rica

International travelers from the United States and Canada are now permitted to travel to Costa Rica. As of October 8th, a number of US states and all of Canada are permitted to travel, with staged openings for other states. According to the Entry Requirements, the schedule is as follows:

As of Aug. 1, select international travelers are authorized to enter Costa Rica’s three international airports: Juan Santamaría International Airport, Daniel Oduber Quirós Airport, and Tobías Bolaños Airport. The list of authorized regions and countries is being revised periodically

This is the list currently in effect:

• UNITED STATES OF AMERICA: Connecticut, Maine, Maryland, New Hampshire, New Jersey, New York, Vermont, Virginia, Washington, D.C., Arizona, Colorado, Massachusetts, Michigan, New Mexico, Oregon, Pennsylvania, Rhode Island, Wyoming California and Ohio.
◦ As of Oct. 15: UNITED STATES OF AMERICA: Residents of Florida, Georgia and Texas
◦ As of Nov 01: UNITED STATES OF AMERICA:  All U.S. citizens and residents
• CANADA: All citizens and residents

Travelers must fill out the Health Pass form available at https://salud.go.cr. On addition, a negative RT-PCR diagnostic test much have been taken within 72 hours of travel to Costa Rica. Because of the staged opening requirements, travelers from the United States much have a state identification in addition to their passport showing the live in one of the allowed states. In addition, Traveler’s Medical insurance stipulating the following must be purchased and certification presented that:

• Effectiveness of the policy during the visit to Costa Rica.
• Guaranteed coverage of medical expenses in the event of becoming ill with the pandemic COVID-19 virus while in Costa Rica, for at least USD $50,000 (fifty thousand United States Dollars).
• Includes minimum coverage of USD $2,000 for lodging expenses issued as a result of the pandemic.
Upon arrival, travelers are required to wear face protection and comply with all air terminal protocols.

Albania

Albania is now permitting international commercial flights, but it is uncertain what health protocols are now in place or what Covid-19 health restrictions might pertain. U.S. citizens who are returning to the United States are currently only being allowed to transit one Schengen country on their journey home. Travelers should contact their airline regarding any boarding restrictions that may be in place, as air carriers have the final decision as to who they will and will not board.

Health screening procedures are in place at airports and other ports of entry and Albania has increased the number of medical personnel at all ports of entries. Enhanced screening and quarantine measures are being implemented. Travelers should be prepared for travel restrictions to be put into effect with little or no advance notice. Further information on entry/exit requirements, can be found on the State Department page “Entering and Residing in Albania.

Antigua and Barbuda

As of August 9, 2020 the Government of Antigua and Barbuda updated its travel advisory. All passengers arriving by air MUST have a negative COVID-19 RT-PCR (real time polymerase chain reaction) test result, taken within seven (7) days of their flight. This includes transiting passengers. Children under 12 years of age are not required to present a COVID-19 RT-PCR Negative Test to enter the Country. Passengers arriving by sea are subject to quarantine according to guidelines issued by Port Health. All travellers are also subject to assessment by Port Health Authorities for signs and symptoms through a series of checks and the completion of a health declaration form on arrival. The purchase of medical insurance is at the passenger’s discretion.

All arriving passengers will be monitored for COVID-19 for periods of up to 14 days in accordance with the directions of the Quarantine Authority and the Quarantine (COVID-19) Guidelines. Visitors may be required to undergo further testing for COVID-19 on arrival or at the hotel or place of lodging as determined by the Health Authorities, according to their official tourism site. Hotels are being opened at scheduled dates and a full list may be found at the ABHTA site.

Aruba

Visitors from the United States residing in these states will require additional testing. Aruba has listed COVID-19 Testing Requirements with the details for each state. Aruba requires all visitors to undergo a Molecular SARS-CoV-2 test based on a nasal swab before entering Aruba.

The Bahamas

Visitors to the Bahamas must obtain an online health visa prior to travel and upload and on arrive present a negative Covid-19 RT-PCR test result no more than five days before travel.
A mandatory quarantine at the traveler’s hotel is in place for 14 days or the duration of the trip. On November 1, the Bahamian government has scheduled the elimination of the mandatory quarantine. Updates may be found on the Bahama’s Covid-19 travel information page.

Barbados

The Visit Barbados website reports Barbados has officially opened its borders to international travel as of July 12th 2020. Travelers are required to complete the online Immigration and Customs Form which will be available 72 hours prior to your arrival in Barbados. Barbados categorized travelers as coming from High Risk, Medium Risk, Low Risk and Very Low Risk Destinations and has differing testing requirements for each category and well as regulations restricting movement. Persons traveling to Barbados from High and Medium-Risk the United States countries must have a negativeCOVID-19 test result in order to enter the country. These tests must be taken at an accredited or certified facility/laboratory within 3 days prior to arrival. Persons travelling from Low-Risk countries are strongly advised to take a COVID-19 PCR test before arrival. There are extensive details and requirements listed on the Visit Barbados website and should be carefully reviewed and studied by travelers or their travel advisors.

Bermuda

Bermuda had published a number of requirements which may be reviewed here. One to three days before departure, travelers must complete the Bermuda travel authorization process online which gathers important information for the island’s health and immigration officials; a $75 fee per traveller is required, which includes the cost of all COVID-19 testing in Bermuda.  Each passenger must have a form completed regardless of age. NOTE: Children 9 and younger do not have to be tested at any point, and their Travel Authorisation fee is $30.

Bermuda Travel authorization FAQ
Ideally within 72 hours, but no more than seven days before departure, visitors must take a PCR COVID-19 test and obtain a negative result. The day of testing, is day 0. This applies to adults and children aged 10 and up. Children who are 9-years-old and younger are exempt and are subject to their adult travel companion’s quarantine. Children 10-17 must receive parental consent to be tested. If consent is denied, the young traveller must quarantine for 14 days on arrival. Test results must be entered as part of the online travel authorization process and be presented upon arrival in Bermuda. As of July 11, 2020, such visitors without a pre-departure test will not be able to obtain Travel Authorisation and enter Bermuda. Travelers must wear face masks when traveling to the departure airport and wear face masks and practice physical distancing at the departure airport.

Brazil

Brazil remains at a Level 4 Travel Advisory (Do Not Travel) due to COVID-19 but Brazil permits US and Canadian citizens entry. U.S.-Brazil commercial flight routes continue to run and frequency of flights has recently increased.  Brazil no longer requires proof of health insurance to enter the country, but the U.S. Department of State recommends all travelers to purchase insurance before departing the United States. There is no national curfew in place. However some local jurisdictions have and may enact movement restrictions. U.S. citizens should adhere to local laws and regulations at all times, including COVID-19 related restriction orders. Several state and local governments across Brazil have issued decrees that require the use of masks to combat the spread of COVID-19. Failure to do so could result in fines or possible arrest.

Cambodia

Cambodia has had a very low rate of infection and has very stringent rules regarding travel. Grocery stores, restaurants, and other services remain generally available. The Cambodian government has restricted the operation of certain businesses, such as cinemas, karaoke, and entertainment clubs (bars, discos, beer gardens). U.S. and Canadian citizens are permitted to enter, but all travelers must present a valid visa issued by a Cambodian Embassy or Consulate.  The Government of Cambodia has suspended the e-visa and visa-on-arrival programs until further notice.

Croatia

U.S. and Canadian citizens are permitted to enter. Additional information can be found on the US Embassy site and the Croatian Corona Virus Information site. Wearing protective masks is mandatory throughout the country. A negative COVID-19 test (PCR and/or serology) is required for entry. U.S. citizens arriving to Croatia for tourism, business, urgent personal reasons, or educational purposes must present a negative PCR test not older than 48 hours (starting from the time of taking the swab until arrival at the border crossing). This is also valid for passengers and crews traveling by yacht.

Travelers whose test is older than 48 hour s will be allowed to enter Croatia, but they will be issued a self-isolation order and will have to be tested again locally, at their own expense. Having an expired PCR test upon arrival will allow for a shortened period of time in self-isolation pending a negative result of a local PCR test. Those who do not provide a negative PCR test upon arrival will be ordered to quarantine/self-isolate for at least 7 days prior to taking a local PCR test. There are otherwise no movement or travel restrictions within the country.

Curaçao

Dominica

The Government of the Commonwealth of Dominica has announced a phased approach to the reopening of the country’s tourism and hospitality industry. Canada is viewed as Medium Risk and the United States as High Risk.

 

Dominican Republic

Aligning with the launch of the Responsible Tourism Recovery Plan on September 15th, travelers no longer need to provide a negative PCR or COVID-19 test upon arrival. Instead, airports and other ports of entry will administer a quick, aleatory breath test to between 3% and 10% of passengers, and all those who present symptoms, upon arrival. All passengers will also need to perform a temperature check. Passengers who present symptoms or whose test results are positive will be isolated and attended at authorized locations. Prior to departure, travelers should confirm with their airline provider and airport of origin regarding any testing or other related requirements for inbound flights to the Dominican Republic, or necessary requirements needed upon arrival in their country of origin.
Traveler’s Health Affidavit: As part of the immigration and customs forms provided by the airline or by Dominican authorities, passengers will be required to fill out and submit a Traveler’s Health Affidavit. Through this form, passengers declare they have not felt any COVID-19 related symptoms in the last 72 hours and provide contact details for the next 30 days.

Travel Assistance Plan: All international tourists arriving on commercial flights and visiting a hotel will be granted during the check-in process a temporary, free travel assistance plan that provides coverage for emergencies in the event of an infection or exposure to COVID-19 while in-country. The coverage includes medical attention by specialists, medical transfers, transfer of a relative, penalty for airfare changes, lodging for prolonged stays and more. This insurance will be provided at no cost to visitors arriving on or before December 31, 2020 and will be 100% paid for by the Dominican government. In order to obtain coverage of the assistance plan the tourist must enter the country exclusively by air and only applies  for guests staying at a hotel. To control the outbreak of COVID-19 in country, until October 17, there is an established curfew in place from 9:00 pm to 5:00 am from Monday to Friday and from 7:00 pm to 5:00 am on Saturdays and Sundays throughout the country. The use of non-hotel public pools, lakes and rivers has been temporarily banned at a nation-wide level. Beaches remain open, while still practicing social distancing. Parks are open for recreational and exercise purposes.

Dubai

Ecuador

U.S. and Canadian citizens are permitted to enter. All travelers over 18 years of age arriving in Ecuador should provide proof of a negative COVID PCR test taken no more than ten (10) days before entering the country. As long as the traveler does not present symptoms of COVID, the traveler does not need to perform mandatory preventive quarantine (“aislamiento preventativo obligatorio”, or APO) and they may freely move within the continental territory of Ecuador (NOTE: Special rules apply for the Galapagos Islands; see below). A traveler who presents symptoms of COVID upon arrival in Ecuador is required to perform a RT-PCR test at their own expense and proceed to quarantine even if the traveler presents a negative PCR test at the airport of entry.

Any international traveler over the age of 18 wishing to transit via Quito or Guayaquil International Airport to the Galapagos should first arrive in-country with proof of a recent PCR test and then take a second PCR test at own expense upon arrival. Travelers should then proceed to local lodging (in parts of Ecuador currently rated as Green or Yellow, but not Red, for COVID) for at least 48 hours to await test results. A second negative test result is required to be able to proceed to the Galapagos Islands. All persons over the age of 18 present in Ecuador (regardless of nationality or residence status) wishing to travel to the Galapagos Islands must present negative results from a PCR test taken no more than 96 hours prior to arrival. With such results in hand, there is no quarantine required upon arrival in the Galapagos.

Egypt

All arriving international travelers, including US and Canadian citizens, will need to present a negative PCR test certificate for COVID-19 taken prior to arrival. PCR tests must be taken within 72 hours before arrival. Travelers must present paper copies of the test results; digital copies will not be accepted. Children under the age of six of all nationalities are exempt.

As of September 1, Egypt re-opened Luxor and Aswan governorates to international visitors, including temples, archaeological sites, and museums. the U.S. Embassy in Cairo continues to provide only emergency services to U.S. citizens until further notice. Limited passport services can be provided on an emergency basis, which normally includes urgent travel. Restaurants, cafes, sports clubs and movie theaters are currently allowed to operate at 50 percent capacity. Restaurants and cafes are required to close by midnight, while other shops, including grocery stores, are required to close by 10:00 pm. Public parks and beaches remain closed.

Ethiopia

U.S. and Canadian citizens are permitted to enter. A negative COVID-19 test (PCR and/or serology) is required for entry. All arriving passengers entering Ethiopia must quarantine for 14 days. The quarantine location is determined as set forth above in the Entry and Exit Requirements section. More information may be found here.

French Polynesia

Since July 15th, 2020, quarantine measures have been lifted and French Polynesia’s borders re-open to international tourism from all countries. All travelers are subject to the following mandatory conditions:

Ireland

US and Canadian travelers may visit Ireland but are required a 14 day quarantine and to complete a Passenger Locator Form. A negative COVID-19 test (PCR and/or serology) is not required for entry.

Jamaica

Kenya

Arriving U.S.and Canadian passengers are permitted to enter if the conditions are met: 1) The passenger does not have a body temperature above 37.5°C (99.5°F); 2) The passenger does not have a persistent cough, difficulty breathing or other flu-like symptoms; 3) The passenger has a negative PCR-based COVID-19 test conducted within 96 hours of arrival. In July, U.S. citizen travelers coming from California, Florida and Texas were required to quarantine upon arrival either at Government of Kenya-designated facility or at their Kenyan residence. It is believed this restriction has been lifted, but some conflicting information is present.

Nightly curfew hours are from 11:00 pm to 4:00 am. U.S citizens coming from the United States are exempted from quarantine. Please call the COVID-19 hotline at 719 or contact the Kenyan Embassy in Washington D.C. at http://kenyaembassydc.org/ for more information.

The Maldives

Malta

Canadians may visit.  U.S. residents may not travel to Malta from a non-corridor country through a corridor country, unless they remain in the safe-corridor country for 14-days prior to entering Malta; have no symptoms of COVID-19; and have not come into contact with a person who is positive within the 14-days prior to travel to Malta. The “safe corridor” destinations that have been reopened for travel include:

Corridor Countries (updated on  September 28, 2020) In accordance with L.N 290 of 2020 there is no travel ban for the following countries.

Andorra, Australia, Austria, Belgium, Bulgaria, Canada, China, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Indonesia, Ireland, Italy, Japan, Jordan, Latvia, Lebanon, Liechtenstein, Lithuania, Luxembourg, Monaco, Morocco, Netherlands, New Zealand, Norway, Poland, Portugal, Romania, Rwanda, San Marino, Slovakia, Slovenia, South Korea, Spain, Switzerland, Thailand, Tunisia, Turkey, United Arab Emirates, United Kingdom, Uruguay, Vatican City. Gibraltar, Hong Kong, Macau and Taiwan are also considered as within Malta’s travel corridor countries (considered with UK and China respectively). For more information please visit the Maltese Ministry of Health website here. A negative COVID-19 test is not required for entry. Currently there are no restrictions on movement in Malta.

Mexico

U.S. and Canadian citizens are permitted to enter. The United States and Mexico entered a joint initiative March 21 restricting non-essential travel along the U.S.-Mexico land border to prevent the spread of the COVID-19 virus.  Non-essential travel includes travel that is considered tourism or recreational in nature.  The restrictions are in place until at least October 21.  Please see the Embassy’s fact sheet for more information. Thus, for now travel must be via airline.

A negative COVID-19 test (PCR and/or serology) is not required for entry. Passengers and aircrew members arriving at Mexican airports may be subject to health screenings including temperature checks. Curfews are not universal.  Restrictions vary based on state and/or city.  Many hotels are open at restricted capacity percentages. The Mexican government encourages people to continue respecting social distancing measures, washing their hands, and coughing or sneezing in the inner part of the elbow to prevent the spread of COVID-19. Effective September 7, Cozumel has in effect a nightly curfew from 11:00 p.m. to 5:00 a.m. Additional information can be found here.

Morocco

Canadian citizens can enter Morocco, but there are more restrictions on US citizens. U.S. citizens should be aware that regional or local authorities may put into place (sometimes with little notice) travel or other restrictions aimed at stopping the spread of COVID-19.  Travelers from US may enter if they have either an invitation from a Moroccan company or a confirmed local hotel reservation.

U.S. travelers are permitted to stay up to 90 days in Morocco without a visa. The Government of Morocco is not imposing a mandatory quarantine on foreign citizens entering the country. The city of Casablanca currently has a curfew in place from 10:00 pm to 5:00 am, and those wishing to enter or depart the city limits must have a letter of permission issued by Moroccan authorities.  In-person schooling is currently prohibited in Casablanca, and local markets must close by 3:00 pm, cafes and shops by 8:00 pm, and restaurants by 9:00 pm. Masks are mandatory in all public spaces.

Panama

Rwanda

St. Barts

St. Barth officially reopened to tourists on June 22, 2020. Travelers from the USA and CANADA are welcome to enter St. Barth in accordance with the testing requirements outlined below. Travelers are required to wear a face mask when entering the St. Barth airport and while on their flight to/from St. Barth. Visitors (age 11+) are required to show a negative RT-PCR Covid-19 test (this is the molecular-based nasal swab test) where the date the test was administered is within 72 hours of their arrival. Visitors (age 11+) staying longer than 7 days will be required to take an additional RT-PCR Covid-19 test in St. Barth, at their own expense (€135), on the 8th day following their arrival. (i.e. if you arrived in St. Barth on Sunday, you will need to test locally on the following Monday).  The testing lab is available to drive up Monday-Friday from 2-3 PM and Saturday 9-10 AM.  If a visitor tests positive, they will be required to self-quarantine for 7 days or until they re-test negative.  If a visitor is unable to remain in their rented accommodations for the required period of time, they may quarantine at a designated lodging facility which is located in St. Jean. The majority of restaurants, boutiques, and businesses reopened in July and August, excluding those associated with hotels that are within their annual closing. Masks are required when entering indoor establishments such as shops, grocery stores, banks etc. For restaurants, guests may remove them while seated at their table and are asked to keep them on when entering or moving about. Masks are not required while outdoor in the streets or while enjoying the beaches. All beaches are open. Social distancing is encouraged.

St. Kitts and Nevis

St. Kitts and Nevis will open to air and sea travel on October 31. At this time no protocols have been announced. Please view this page for updated information.

St. Lucia

 

St. Maarten

  1. US (High Risk) and Canada (Medium Risk) are permitted entry.
  2. Due to the COVID-19 epidemic Sint Maarten has established a mandatory health authorization application through an Electronic Health Authorization System (EHAS) for every visitor whether arriving by air, boat or in transit. This includes Sint Maarten and Sint Martin residents.
  3. If you are suffering from flu like symptoms and/or fever travel will be denied by the airline and by the EHAS.
  4. A rt-PCR test for the SARS-COV-2 virus obtained from a naso-pharyngeal swab only and performed within 120 hours prior to departure to Sint Maarten (last leg in case of connecting flights) is required for all travelers originating from a country that is categorized as high or moderate risk. Other tests such as antibody tests or antigen tests and tests performed outside of this 120 hours period will not be accepted.
  5. Travelers residing in and traveling from a low-risk countries are exempted from the mandatory rt-PCR test.
  6. Travelers who reside in a low risk country but have visited a moderate or high-risk country in the 14 days prior to departing to Sint Maarten, must also have a rt-PCR test for the SARS-COV-2 virus performed within 120 hours prior to departure to Sint Maarten (last leg in case of connecting flights).
  7. The original result of this test must be uploaded as soon as possible as part of the health authorization application procedure in order to be processed. Processing takes 6-8  hours. The test result should clearly specify the name of the laboratory, test subject name, test date, type of test administered and how the test sample was obtained. Typed, written or e-mail statements from doctors or non-laboratories will not be accepted.
  8. Children of age 10 and under are exempted from the mandatory rt-PCR test. As of the day after the 10th birthday, a rt-PCR test has to be submitted.
  9. Airline and private flight crews with stopovers in St. Maarten or St. Martin must complete the health authorization procedure and demonstrate a valid (performed within 120 hours of departure to Sint Maarten) negative rt-PCR test upon arrival. Crew members not in possession of a valid negative rt-PCR test must self-quarantine until their departure flight.
  10. Travelers with destination Sint Maarten are required to have health insurance coverage. This does not apply to transit passengers. Additional travel insurance covering COVID-19 related expenses is strongly recommended.
  11. Provide an email address on which you are reachable and monitor on a daily basis during your stay. Alerts will be sent via email.
  12. The application must be completed in order to be processed. Non-completed applications will be automatically deleted within a day after the provided travel date.
  13. If health authorization is pre-approved, you will receive a (printable) authorization via e-mail, which must be presented to the health and immigration authorities upon arrival. The original rt-PCR test result should be presented to the health authorities upon request. Please check your spam/junk mail folder as well in case you haven’t received a response.
  14. If health authorization is not pre-approved, you will receive an e-mail informing you that health authorization has been denied.
  15. For travelers originating from a high-risk country, 14 consecutive days of self-monitoring of body temperature and possible flu like symptoms is mandatory. For travelers from a moderate riskcountry the mandatory self-monitoring period is 8 days. The travelers in these categories will receive during the 14 or 8 days an automated daily email alert providing a link for submitting the required information online. If you are remaining for a shorter term on the island, you will have to submit the information for the time you are on the island.

Please be informed that receiving pre-approval does not mean that you are cleared to enter St. Maarten. Upon arrival you must still pass through the additional medical screening measures at the Airport Health Checkpoint. All incoming passengers are subjected to temperature checks and other screening protocols and may be subjected to mandatory testing at their own expense. If re-tested upon arrival you will be expected to self-isolate or self-quarantine at your place of lodging/residence until the test results are known. Failure to adhere to the screening upon arrival will result in you not being cleared to enter St. Maarten and sent back to your originating country.

St. Vincent and the Grenadines

US and Canadian citizens may enter.

South Korea

Although there is a mandatory 14-day quarantine for all inbound travelers. See “Quarantine Requirements” for more information. Generally speaking, U.S. citizens traveling to Korea from the United States as tourists on the 90-day visa-waiver program do not need a COVID-19 test prior to travel but will be tested upon arrival in Korea and may be subject to quarantine in government facilities at their own expense. There are no restrictions on domestic travel in Korea.  However, those entering Korea from abroad will not be permitted to board domestic connecting flights (i.e., to Jeju or Busan) until completing government-mandated quarantine.

Tanzania

Turkey

US and Canadian citizens may enter Turkey. It is not necessary to present a negative test to enter. There are no quarantine requirements. There are no restrictions on movement within the country. Given the strict travel and transit restrictions in the Schengen Zone, U.S. citizens who wish to transit via the Schengen Zone must have onward tickets to the U.S., and meet the Schengen and U.K. exceptions as passengers in transit. More information may be found here.

Turks and Caicos

US and Canadian citizens may enter. All travelers to the Turks and Caicos must obtain travel pre-authorization via the TCI Assured Portal.

United Kingdom

US and Canadian citizens may enter. At this time COVID testing is not required to enter the United Kingdom. All travelers 11 years and older must wear face covering on public transport and on aircrafts. Passengers using taxis and private hire vehicles should also use a face covering for the duration of their journey. Drivers may refuse to transport passengers who do not follow guidance for safe travel. Additional information may be accessed here.

Individuals arriving in the UK from outside the current travel corridor (see below for each country’s rules) must self-isolate for 14 days and may be contacted to verify compliance.  You will need to self-isolate if you visited or made a transit stop in a country or territory that is not on the travel corridor list in the 14 days before you arrive in the UK.

Gatwick Express services are suspended until further notice.  Southern and Thameslink rail services are still running to and from Gatwick with reduced schedules as are coaches and other public transportation.

Zambia

US and Canadian citizens are permitted entry. A negative COVID-19 test (PCR and/or serology) is required for entry. The test should have been conducted within the previous 14 days prior to arrival to Zambia.  Travelers who do not meet this requirement will not be allowed into Zambia. Zambia has implemented limited screening upon arrival at the international airport in Lusaka. The screening includes using no-touch thermometers (“thermo-scanners”) to check body temperature and asking travelers to complete a travel health questionnaire. Symptomatic individuals will be tested for COVID-19 (SARS-Cov-2) at the airports and will be required to enter isolation protocol at a Zambian government facility.
